The origins of the Carabinieri Cultural Heritage Protection Command date back to 3 May 1969, when the General Command of the Force, on the basis of a far-sighted intuition of the Chief of Staff pro tempore, General Arnaldo Ferrara, decided to establish, within the Ministry of Public Education and in agreement with the latter, the Artistic Heritage Protection Unit.

The intention was to address, with effective tools and targeted interventions, the alarming phenomenon of the impoverishment of the largest museum in the world: Italy.

The chosen location was the historic Palazzetto designed by architect Filippo Raguzzini, a lively expression of late Baroque architecture in the historic and evocative Piazza di Sant'lgnazio, very dear to the hearts of Romans and an important destination for cultural tourism. Today, it can be said that, in the imagination, the department is romantically identified by public opinion with its own prestigious location.

Italy was thus the first nation in the world to equip itself with a police body specialized in the specific sector, anticipating by one year the recommendation of the General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO), which, from Paris, indicated to the member States the opportunity to adopt various measures aimed at preventing the acquisition of illegally exported goods and promoting the recovery of stolen goods, including the establishment of services for this purpose.
